Ton Wilthagen startte zijn presentatie met het bespreken van de (impliciete) assumpties die nog steeds, ondanks een aantal hervormingen en veel discussie, aan het Nederlandse pensioenstelsel ten grondslag liggen. Deze assumpties dateren uit de opbouw- en … periodes van werkloosheid. Logischerwijze kan dit ook negatieve consequenties hebben voor het inkomen (risico van inkomensverlies) alsook voor de pensioenopbouw. Een andere omstandigheid dat als knelpunt kan worden aangemerkt, is het overheidsbeleid dienaangaande, denk in dit kader aan het korten van de WW-uitkeringen en het niet voorhanden zijn van beleid voor het stimuleren van 'werk-naar-werk'.
