Three students on our Master’s programme in Public Policy and Human Development took part in a conference in Malta, held on 17-20 April 2019 by the Douzelage European town twinning association within the Europe For Citizens programme.
Video available. The Corona pandemic has shown that attention to tackling obstacles is achieved not only by streamlining regulations, but also by recognizing a border identity. A joint strategy and working together with partners on both sides of the border, each from their own background appears to be necessary to establish a structural approach.
Due to the Corona crisis, also many cross-border workers are forced to work in their home country. They have been asked not to cross the border to come to their office situated in the neighbouring country. At the moment, this is only possible because the Dutch, Belgian and German governments have agreed on special exemptions from certain rules until the rest of this year. Otherwise, these frontier workers would face major changes with respect to their social security contribution, taxes and health care. But what, if governments and employers from now on will permanently stimulate that employees work more days from home? ITEM has found out that this would have tremendous consequences for cross-border work if legislation does not change accordingly. This is one out of four case of this year’s research into border effects.

In the context of the Nachbar Nacht, a Student Think Tank will take place. The Think tank will focus on opportunities of young professionals living in the border region. The Think Tank will be organised by the Municipality of Heerlen and the Institute for Transnational and Euregional cross border cooperation and Mobility (ITEM).
The importance of cross-border cooperation manifests itself more than ever during the coronapandemic. Multi-level governance is the foundation for taking the next steps; looking for each other and perpetuating relationships at all levels, in administration, politics and practice. On Wednesday May 9, 2018, the Municipality of Heerlen organises an event in the city centre of Heerlen. This event is organized to celebrate the border location Heerlen-Aachen. The distance between Heerlen and Aachen is so small that both cities can easily benefit from each other’s cultures and events.
