In plaats van het verstrekken … dit interactieve congres gaan we onder leiding van experts op zoek naar de randvoorwaarden waaraan een revolverend fonds zou moeten voldoen. Hoe kan een revolverend fonds zodanig worden vormgegeven, gereguleerd en ingericht dat publieke gelden rechtmatig, zorgvuldig en zinvol worden besteed? De daarop volgende oratie focust op de lering die in dat kader uit het EU-recht kan worden getrokken.
